The Centre for Information Technology and Development (CITAD) has applauded the Nigerian Communications Commission (NCC) for the progress made toward developing a regulatory framework for the establishment of Community Networks in Nigeria.
CITAD welcomed the NCC’s public recognition of its collaboration with the organisation and other stakeholders, describing it as a major step toward closing connectivity gaps in underserved and unserved communities. According to CITAD, this acknowledgment “marks an important milestone in ongoing efforts to expand access to communication services where commercial operators have limited presence.”
The organisation stressed that Community Networks are a vital solution for promoting affordable, inclusive, and locally driven connectivity. “A clear and enabling regulatory framework will empower communities and support Nigeria’s broader goals of digital inclusion, innovation, and socio-economic development,” CITAD stated.
Reaffirming its long-standing advocacy, CITAD noted that it has consistently promoted Community Networks as a people-centered approach to bridging the digital divide. “We welcome the NCC’s commitment to continued stakeholder engagement to finalize and operationalize this framework,” the organisation said.
CITAD also urged the Commission to maintain the momentum by ensuring that the framework remains inclusive and flexible. It emphasized the need for “clear pathways for licensing, spectrum access, and technical support, particularly for non-profit and community-led initiatives.”
The organisation concluded by restating its readiness to collaborate with the NCC and other partners. “CITAD remains committed to working with the NCC, government agencies, civil society, and local communities to ensure that Community Networks become a practical and impactful reality across Nigeria,” the statement added.
