Nigeria Customs Rolls Out 2026 Fiscal Policy, Tariff Reforms to Boost Trade, Revenue

The Nigeria Customs Service (NCS) has announced the implementation of the Federal Government’s 2026 Fiscal Policy Measures and Tariff Amendments, introducing sweeping changes to the country’s customs and excise framework aimed at strengthening trade, supporting local industries, and improving revenue generation.

The reforms, approved by President Bola Ahmed Tinubu, are designed to align Nigeria’s tariff regime with regional and international trade obligations while enhancing economic competitiveness and streamlining fiscal administration.

According to a statement issued on Tuesday by the National Public Relations Officer of the Service, Deputy Comptroller of Customs Abdullahi Maiwada, the new measures represent a comprehensive review of Nigeria’s Customs and Excise Tariff framework to facilitate legitimate trade and support domestic industrial development.

Among the key changes are the revised Import Adjustment Tax (IAT) List and the National List for the implementation of the ECOWAS Common External Tariff (2022–2027). The policy also introduces an updated Import Prohibition List, a revised list of goods subject to excise duty, a Green Tax surcharge on motor vehicles with engine capacities of 2,000cc and above, and a revised Export Prohibition List.

The NCS urged importers, exporters, manufacturers, licensed customs agents, and other stakeholders to familiarise themselves with the amended tariff schedules and ensure full compliance with the new fiscal and regulatory requirements.

The Customs Service reiterated its commitment to supporting the Federal Government’s economic agenda through efficient trade facilitation, revenue collection, and border security. It added that the success of the new fiscal measures would depend on the cooperation of all stakeholders across the trade ecosystem in building a more competitive, transparent, and sustainable economy.
