State Police Bill Passes Second Reading in Senate as Mohammed Sani Musa Backs Landmark Security Reform

Distinguished Senator Mohammed Sani Musa, CON, representing Niger East Senatorial District and Chairman of the Senate Committee on Finance, was among lawmakers who participated in the second day of the Senate’s emergency sitting, during which the proposed State Police Bill successfully passed its Second Reading.

The Executive Bill, regarded as a landmark constitutional reform, seeks to strengthen Nigeria’s security architecture by providing a legal framework for the establishment of State Police Services. The proposed legislation aims to grant state governments greater responsibility and authority in managing security within their respective jurisdictions.

If eventually enacted, the bill is expected to enhance internal security by empowering state governments to respond more effectively to local security challenges while complementing the operations of federal security agencies.

During the plenary, the Senate suspended portions of its Standing Rules to admit key members of the Executive Arm into the Chamber. Among those present were the Governors of Ondo and Kaduna States, the Chief of Staff to the President, and other senior government officials who witnessed the legislative proceedings.

Following its consideration and expected passage by the National Assembly, the constitutional amendment bill will be transmitted to the 36 State Houses of Assembly for ratification. In line with constitutional provisions, approval by at least two-thirds of the state legislatures will be required before the amendment can be incorporated into the Constitution and become law.
