Kano Gov Reaffirms Ban on Achaba in Key LGAs, Orders Strict Enforcement and Registration in Allowed Areas

The Kano State Ministry of Justice has reaffirmed that the Motorcycling and Related Matters (Regulations) Law 2013 (1434 A.H.) remains fully active and will be enforced without compromise to safeguard public safety, maintain order, and curb rising criminal activities across the state.

In a public statement, the Attorney General and Commissioner for Justice, Abdulkarim Kabiru Maude, SAN, reminded residents—especially commercial motorcycle operators, popularly known as Achaba—that the law clearly prohibits the carrying of passengers on motorcycles within several metropolitan Local Government Areas. These include Kano Municipal, Gwale, Dala, Nassarawa, Tarauni, Ungogo (Jido), Dawakin Kudu (Tamburawa, Gurjiya, and Jido Ward), Fagge, and Kumbotso.

Under the law, violators face stringent penalties such as:

Up to six months imprisonment

A fine of ₦10,000

Forfeiture of the motorcycle to the state

The Ministry also stressed that in LGAs where commercial motorcycling is still allowed, riders must undergo compulsory registration with their Ward Head, the Local Government Works Department, and the Divisional Police Officer of the area. This documentation process, it said, is essential for effective security monitoring, proper identification, and orderly operation of motorcycle transport services.

The Kano State Government urged riders, passengers, transport unions, and community leaders to ensure full compliance. Security agencies have been instructed to strengthen surveillance and enforce the law rigorously in the interest of public peace and crime prevention.

The Ministry reiterated its commitment to upholding the rule of law and ensuring a safe and orderly environment for all residents.
