The Centre for Information Technology and Development (CITAD) has expressed deep concern over what it describes as a troubling pattern of arrests and intimidation targeting critics and social media commentators in Kano.
In a statement signed by its Executive Director, Yunusa Zakari Ya’u, the organization cited recent reports indicating that the Department of State Services (DSS) arrested several individuals allegedly for expressing dissenting views and demanding accountability from government authorities.
CITAD said it is particularly disturbed by credible reports of the arrest and invitation of four individuals Saifullahi Abubakar, Abba Ibrahim Hussain, Aminu Warkal, and Abdulmajid Dan Bilki Kwamanda reportedly in connection with their online and offline commentary advocating for greater transparency in governance.
“If these reports are accurate, such actions raise serious questions about the protection of constitutionally guaranteed rights in Kano State,” the statement read.
The organization emphasized that freedom of expression, including the right to question public officials and demand accountability, is a cornerstone of democracy and is protected under Section 39 of the Constitution of the Federal Republic of Nigeria (as amended).
According to CITAD, the use of security agencies in ways that may silence lawful criticism risks creating a climate of fear incompatible with democratic governance. The group warned that an apparent pattern of arrests particularly where due process and clear criminal thresholds are not publicly evident could contribute to shrinking civic space and discourage legitimate public participation in governance.
“Democracies are strengthened, not weakened, by open scrutiny and robust public debate,” the statement added.
CITAD therefore called for the immediate and unconditional release of all individuals detained solely for peacefully exercising their constitutional right to freedom of expression.
It also urged an immediate halt to the arrest, harassment, or intimidation of citizens for expressing lawful opinions, whether online or offline.
The organization further called on the President to urgently rein in the DSS and ensure that all security agencies strictly respect and uphold the fundamental rights of citizens as guaranteed under the Constitution. It also urged the Kano State Government to make a clear public commitment to protect civic space and uphold residents’ democratic rights without fear of reprisal.
Reiterating its position, CITAD stressed that holding public officials accountable is not a crime. The group noted that Kano has long been known for vibrant civic engagement and warned that preserving this democratic culture is essential for sustaining public trust and good governance.
CITAD said it will continue to monitor developments closely and engage relevant stakeholders to ensure that digital rights and civic freedoms are protected.
